Bipolar Child

Hi, my family and I are moving back to Victoria BC from Alberta, and my now 10 year old son has been diagnosed with Bipolar disorder. The mainstream classroom is very hard for him to be in. We will be finding a place near a school that we think is best for him. Can anyone give me any advice or direction? I have already contacted all 3 school boards about their programs and I'm not getting anywhere. The programs that I think he would benefit from are full aparently and no one wants to give me any information because I don't have a Victoria address yet. I was hoping to set everything up before we got there so he could have a smooth transition into his new school, but no one seems to understand my need to do that.
